赴越南跨国海上转运伤病员同胞的实践与体会

Practice and experience of international maritime transporting sick and wounded Chinese compatriots from Vietnam

目的探讨海上长距离、长时间转运伤病员的实践。方法回顾性分析海南医学院附属医院医疗队赴越南海上转运"打砸抢烧"事件中伤病员同胞的实践,并以"安全"为核心,就整个出境海上转运过程,包括航运安全、医疗安全、保障安全等方面进行归纳总结。结果我国政府派遣4艘万吨客轮,往返航行约50 h、520 n mile,从越南接回中方企业员工3567名,其中伤病员86名,回国后收入住院4名。结论 2014-05-18赴越南承担中国在越人员接回任务总体上安全顺利,取得良好效果;但在今后的任务中,应充分考虑跨国海上医疗转运的风险性、艰难性、不确定性等因素,并及早进行处理。

Objective To study the practice of long distance, long time transportation of the sick and wounded on the sea. Methods A retrospective analysis of maritime transporting the sick and wounded Chinese victims in Vietnam, ＂safety＂ as the core. The whole maritime transport process, from transportation safety, health safety, and medical safety aspects are summarized. Results Chinese government dispatched 4 ten thousand tons of passenger ships, sailing round trip of about 50 hours, more than 520 nautical miles from Vietnam back to the Chinese, with 3567 people, including 86 sick or wounded people, 4 people hospitalized after comeback. Conclusions The task of taking Chinese staff back from Vietnam in May 18th, 2014 has been undertaken safely and smoothly, with good results. However, the difficulty, risk, and uncertainty of multinational maritime medical evacuation should be early anticipated and handled.
