摘要
为高层次人才提供高效优质的公共服务是建设公共服务型政府的重要组成部分,也是政府职能部门深化人才管理体制改革、优化人才发展环境的重要职责。本文立足深圳市实际,对深圳市高层次人才政策体系现状、人才队伍建设现状、人才公共服务模式与机制运行现状、存在的优势与不足及其成因等进行总结分析,最终提出完善深圳市高层次人才公共服务模式与机制的对策建议。
providing efficient public services for high level talents is not only an important part of the construction of public service oriented government,but also an important duty for governmentdepartments deepening the reform of personnel management system and optimizing the talent's development environment. Basing on the practice of Shenzhen City,this paper will summarize and analyze the present situation of high level talents' policy system, talent team construction and the mode and mechanism of high level talents' public service in Shenzhen ,under the base of above continuing to analyze the advantages ,disadvantages and the cause. Finally this paper will put forward the counter- measure and suggestion about how to perfect the mode and?mechanism of high level talents' public service in Shenzhen.
