我国海域资源配置评价体系构建

The Establishment of Evaluation System of China's Sea Area Resource Allocation

海域资源配置是海域管理的重要工作内容,随着我国海洋事业上升到国家关键决策层面和海域资源稀缺性日益明显,科学配置海域资源成为实现海域资源合理开发、海洋自然资源环境可持续利用目标的决定因素之一。文章首先分析了资源配置和海域资源配置的概念和特征,然后从选取评价指标、确定评价指标权重、进行评价分析与决策三个方面构建了我国海域资源配置的评价体系。按照可持续发展的原则和海域管理的基本实践,选取了4个一级、17个二级评价指标,结合采用德尔菲法(专家分析法)和层次分析法确定了各自指标的权重,并以德尔菲法为基本方法开展了海域资源评价分析,该评价结果将为海洋行政主管部门确定配置主体提供决策依据。

An important content of sea area management is allocation of sea area resources. Scientific allocation of resources in sea area has become one of the decisive factors in realizing rational development of sea area resources and sustainable goal utilization of marine natural resources and environment as the marine career of China ascends to the key decision-making level of the nation with increasing scarcity of sea area resources. This paper firstly analyzes the concept and characteristics of resources allocation and allocation of sea area resources, and then constructs an evaluation system of allocation of sea area resources of China from three aspects： selecting evaluation indexes, determining weight of evaluation indexes, and conducting evaluation analysis and decision-making. Based on the principle of sustainable development and the basic practice of sea area management, 4 Grade I and 17 Grade II evaluation indexes are selected. Their respective weight is determined by combining Delphi Method （expert analysis） with analytic hierarchy analysis, and the evaluation analysis of sea area resources is carried out with the Delphi Method as the basic method. This evaluation result will be a reference for the marine administration authorities to make decision on the subject of allocation.
