陕西省卫生费用筹资现状分析

Analysis on the Current Situation of Health Financing in Shaanxi

目的:分析陕西省2007—2012年卫生费用筹资构成及变化情况,并提出相关政策建议。方法:利用卫生总费用筹资(来源法)指标体系分析评价卫生费用筹资现状。结果与结论:陕西省卫生发展与国民经济增长基本保持协调;医改后政府卫生投入力度弱于医改前,应增加政府卫生投入比重;社会卫生支出所占比重逐年增长,商业健康保险费构成比大幅提高;人均OOP占人均消费性支出的比例呈增高趋势。

Objective：To analyze health financing structure and changes in Shaanxi from 2007 to 2012, and provide relevant policy recommendations.Methods：The sources of health financing indicator system was used to evaluate current status of health financing.Results and Conclusion：Health development and economic growth in Shaanxi remained coordinated;government health expenditure was weaker than it before medical reform,the proportion of government health input should be increased;the proportion of social spending on health increased by year, the proportion of commercial health insurance promoted significantly; the proportion of OOP（out of pocket） per capita accounted consumption expenditure per capita showed a rising trend.
