海南省政府卫生投入分析

Analysis on Government Health Input in Hainan

目的:研究海南省政府卫生投入规模、支出结构、来源构成、机构配置、功能配置及资金流动速度,评价政府卫生投入及资金管理情况,为政府制定卫生政策提供参考。方法:利用政府卫生投入监测系统对海南省2009—2012年政府卫生投入进行追踪评价。结果:2009—2012年海南省财政性卫生投入总额为17、24、44和25亿元;项目支出来源于中央专项资金最多,城市医院4年平均占比最高,为20.93%;中央专项资金从中央财政到省财政运行平均天数最长为185天。结论:海南省政府卫生投入总量呈增长态势;项目支出依赖中央拨款;项目资金主要投向城市医院;中央专项资金运行时间较长。

Objective：To study the scale,expenditure structure,source structure, organization configuration, function configuration and funds moving speed of government health input in Haikou, evaluate the situation of government health input and funding management, so as to provide references for the government designing health policies.Methods：The monitoring system of government health input was utilized to perform follow-up evaluation on government health input in Hainan from 2009 to 2012.Results：The total amount of government＇s health input in Hainan from 2009 to 2012 was 17,24,44 and 25 billion yuan;the project expenditure mostly came from central special fund,urban hospitals averagely accounted the highest proportion（20.93%）;the highest average operation time for transferring central special fund from central fiscal to provincial fiscal was 184 days.Conclusion：The amount of government health input in Hainan was in increasing trend; project expenditure depended on central funding; project fund was mainly put forward to urban hospitals; the operation time of central special fund was relatively long.
