摘要
随着卫生服务改革的持续深入和市场经济的不断发展,公立医院的生存和发展越来越取决于其组织、管理人力资本的能力,这使得绩效管理对于塑造医院核心竞争优势显得愈加重要。医院科主任绩效考核评价是医院实施绩效管理的核心内容,对提高医院整体管理水平和医疗质量,为患者提供高效、安全的医疗服务,实现医院经济与社会效益的持续增长而言,是一项现实且有意义的基础性工作。因此如何建立一套科学、实用、可操作性强的科主任绩效考核体系,以对其绩效做出客观、公正的评价,已成为医院管理者关注的问题。
With the continued in-depth reform of health service reform and the continuous development of market economy,the survival and development of public hospitals increasingly depends on its organization and human capital management, which makes performance management's core competitive advantage in shaping the hospital more important. Performance appraisal system for department director is the core of performance management hospitals, which is a realistic and significant basic work for improving the overall management level and quality of care, providing patients with effective and safe medical services and achieving sustained economic growth and social benefits in terms of hospital. Therefore,how to establish a scientific,practical,workable,performance appraisal system for department director, so as to make performance objective and fair evaluation has became an issue of hospital administrators' concern.
