中国海洋管理和执法力量整合后面临的新问题及对策

New Challenges and Strategies after the Integration of China Offshore Management with Marine Law Enforcement Force

2013年的中国海洋管理和执法力量整合具有重要意义,有助于提高海上执法维权效率和海洋管理立法水平,促进中国海上执法力量开展国际交流合作以及中国海洋经济的发展。但中国海洋管理和执法力量整合后也面临一些新问题,有关机构职能和权限需要重新界定或调整,相关配套法规需要制订或修订,执法队伍素质有待提高以及执法装备需要改善。时此应有清醒的认识,要全面深化改革,继续调整有关涉海机构的设置,进一步完善海洋法规体系和加强海上执法能力建设,借鉴国际海洋管理和执法的有益经验。

The integration of China offshore management and marine law enforcement force is a significant step towards improving the efficiency of safeguarding China offshore marine rights and enforcing marine laws,upgrading marine management legislation,and promoting international cooperation in marine law enforcement and China offshore economy development.But new challenges also lie ahead in materializing this initiative.The functions and powers of relevant institutions need to be redefined or adjusted,the corresponding regulations need to be developed or modified,the law enforcement force needs to be better trained,and the law enforcement equipment need to be upgraded.The marine-related institutions should be adjusted.Marine regulations should be reexamined,the marine law enforcement abilities should be reinforced,and the international strategies in marine management and law enforcement can be consulted.
