基于生态文明的流域治理机制研究

Research into Mechanism of Watershed Governance Based on Ecological Civilization

我国流域治理机制与模式存在着治理功能"碎片化"、治理主体"单边化"、治理制度"单一化"以及治理没有考虑环境友好等问题,针对这些现状,提出了我国流域治理机制与模式创新取向,构建了基于生态文明的流域治理机制的内涵与框架,为基于生态文明流域治理模式与路径的改革创新奠定了基础。

In China,the problems of the mechanism of watershed governance and its mode result from the fragmented governance function,the unilateral governance body,the unitary governance system and the environmental- unfriendly governance. Based on such analysis, the paper proposes the innovation- oriented mechanism and mode of watershed governance. Then, it constructs the framework of the mechanism on the basis of ecological civilization to lay the foundation for the reform and innovation of governance mode and path.
