摘要
治理理念的制度化和本土化需要文化的适应性调整。文化主要借助价值引导、柔性协调和组织动员等3种机制介入社会治理过程。其现实应用主要体现为3个层面:推进核心价值观"可信性"的文化塑造,强化国家认同;推进执政方式的文化濡染,提升政府管理软实力;推进社会资本的文化培育,实现低成本且高效能的社会自治。
The institutionalization and localization of the idea of governance needs cultural adaption and adjustment.The main three mechanisms of cultural involvement in social governance are value guidance, soft coordination and organized mobilization. And its practical application is mainly reflected at three levels: promoting the culture shaping of the core values in society to strengthen national identity; promoting the cultural influencing in the way of administration to improve the soft power of government management; advancing the cultural cultivation in social capital to realize efficient social autonomy with low cost.
