Institutional Solution to Common Prosperity through Narrowing the Gap in Wealth and Income

消除贫富分化、实现共同富裕是社会主义的本质特征,社会主义公有制与按劳分配制度是实现共同富裕的制度保障。改革开放以来,我国个人财富与收入差距不断扩大并达到了比较严重的程度,其根源在于我国现阶段分配制度与产权制度上的某些缺陷。为此,应当进一步贯彻按劳分配原则、改革与完善国有企业分配制度;贯彻生产要素按贡献分配原则、改革与创新私营企业的分配制度。应当坚持公有制为主体,推动"国民共进"、协调发展;推动国有企业加快股份制改革与公司化改造步伐,推动私营企业构建以劳资共享为核心的现代产权制度。

It is the defining features of socialism to eliminate polarization between the rich and the poor and to achieve common prosperity,which can be guaranteed by the system of socialist public ownership and distribution according to work.Since the reform and opening up,personal gap of wealth and income has being widened,which originates from some defects of the current income distribution system and property relations.To narrow the gap in wealth and income,the ultimate solution falls on the institutional structure.To that end,the following measures should be adopted.The income distribution system of state-owned enterprises should be reformed and improved to further implement the principle of distribution according to work.The income distribution system of private enterprises should be reformed and innovated to follow the principle of distribution according to the contributions of production factors.The public ownership as the mainstay must be maintained,and the common and coordinated development of state-owned enterprises and private ones should be promoted.The corporate and shareholding reform of state-owned enterprises should be deepened,and the modern property rights system of joint ownership of labor and capital should be introduced.
