关于城市社区残疾人文化建设的思考——以南京市鼓楼区为例

On the Cultural Construction for the Disabled of the Urban Communities——Taking Gulou District of Nanjing City for Example

残疾人文化是社会主义文化的重要组成部分。我国残疾人文化建设处于起步阶段,残疾人社区文化事业的发展相对滞后,虽历经发展,尚不能完全满足残疾人精神发展的需求和文化权利的保障。本文以南京市鼓楼区为例,对城市社区残疾人文化建设,从秉承残健融合的文化建设理念,物质要素与精神要素共建,培养与打造专业精湛队伍,整合社会资源、构筑文化建设合力四个方面进行了深入思考并提出了建议。

The culture of the disabled is an important part of socialist culture. China＇s cultural construction for the disabled is in the initial stage. The development of the community culture for the disabled relatively lags behind. Although it has experienced years of development, it still can not fully meet the needs of the disabled for the development of their spirit and the protection of their cultural rights. Taking Gulou District of Nanjing City as an example, this article, thinking over the cultural construction of the urban communities for the disabled, brings forth suggestions from four aspects： adhering to the concept of cultural construction by fusion of physical disability and health; building both material and spiritual elements; nurturing and building professional team; integrating social resources and jointly building cultural construction.
