The Study of Government Operating Mechanism About Shaanxi-Gansu-Ningxia Border Region

陕甘宁边区政府成立后,树立和坚持人民主体的行政价值观、广泛参与的行政民主观和从严惩腐的行政廉洁观,经过不断探索、总结和创新,建立和形成了一套决策科学、执行通畅、监督有力的政府运行机制,为边区政权巩固、经济发展、文化繁荣和中国共产党夺取抗战胜利做出了突出的贡献,为中国共产党在全国范围内执政和新中国行政管理工作奠定了坚实的实践基础,也为当代我国行政管理体制改革提供了有益的历史借鉴。

Since its founding,Shaanxi-Gansu-Ningxia Border Region Government has formed a series of ad-ministrative vaLues,incLuding regarding peopLe as subject,broad participation and punishing corruption. Yet its vaLue shouLd be positiveLy affirmed in the fieLd of consoLidating border region,economic deveLopment,cuL-turaL prosperity,and the victory of Anti-Japanese War. Furthermore,the administration operating mechanism estabLished by Shaanxi-Gansu-Ningxia Border Region Government has buiLt a strong foundation for ruLing across the country and the estabLishment of state administrative management system,thus providing a usefuL historicaL reference for the reformation of administrative management system in contemporary China.
