摘要
党管人才是改革开放35年来我国人才实践选择的结果,是我国基本人才制度形成的必然。党管人才既是我国人才发展和人才工作必须坚持的重要原则,也是包括领导体制、工作格局和运行机制在内的人才工作行之有效的形式和体系,更是我国人才工作的基本制度的核心所在。党管人才,主要是管人才工作的宏观政策、协调和服务。党管人才要着力解决当前面临的人才发展、人才改革和人才开放等重大课题,进一步加强党管人才工作的制度化、法规化、科学化。
It is about 35 years for the party to be in charge of talent selection in our country in practical and is the result of reform and opening up.It is necessary for the formation of the basic talent system in china.An important principle of par-ty talent is not only Chinese talent development and talent work that must insist,talent work also includes the leading sys-tem,working pattern and operation mechanism,effective form and system.It is the core of basic system of personnel in our country lies.For the party being in charge of personnel,it is mainly on the macro policy,talent management work co-ordination and service.It is to resolve the major issues currently facing talent development,personnel reform and talent o-pening,further strengthen the party system,laws and regulations,scientific talents management work.
