农村卫生室性质界定问题研究

Study on the Nature Definition of Rural Health Room

我国对农村卫生室较为单一的性质界定(即非营利性)已经不能契合当前的社会现实,这在一定程度上影响了国家基本药物政策在村级医疗卫生机构的贯彻落实。要从根本上解决这一问题,就需要在乡村卫生服务一体化管理的指导思想下,由卫生行政部门对农村卫生室的性质进行重新审定,促使有条件的农村卫生室向社区卫生服务站或者诊所转变,从而明确各主体的性质与职能,提高国家科学分类管理的能力与水平,通过补助等措施保证农村居民能够安全、有效、方便和价廉地获得基本药物。

Relatively single definition（non-profit） to rural clinic in China could not fit the current social reality, it affected the implementation of national essential drug policy in the village level medical and health institutions in a certain extent. In order to solve this problem fundamentally, it was needed to comply with the guiding ideology of integration of rural health service, and administrative department should redesign the nature of rural health room, prompted some rural health room change to the community health ser- vice station or clinic, clarifies the nature and function of all subjects, improved the ability and the level of national scientific classification management, and through subsidies and other measures to ensure that rural residents could access to essential drugs safely, effectively, conveniently and inexpensively.
