在群体性事件频发的社会背景下,要实现实战情况下情报信息"点对面"的针对性指导和"点对点"的精确性打击,着力提升驾驭复杂社会治安局势的能力,妥善治理群体性事件,为各级公安机关领导决策服务,就必须牢固树立情报信息主导警务的理念,大力加强与改进情报信息工作,努力增强情报信息工作的针对性、有效性与预见性,牢牢把控群体性事件的事态发展。

Under the social background that group events occur frequently, in order to realize the “point to area” direction of information and accurate “point to point” attacks, improve the ability of controlling the complicated issues of social security, properly dispose group events and serve the decision of leaders at all levels, we must establish the concept of information-oriented policing, enhance and develop information work, as well as improving the direction, effectiveness and prophecy, so as to control well the development of group events.
