The ＂Pan Pearl River Delta＂ regional cooperation has achieved notably.But administrative barriers, localism and lack of banding on operating mechanisms are actually restricting further development of the cooperation. When the regional cooperation enters the middle and late periods, the enterprises should play the leading role. Guangdong will need to play a leading role in promoting active role of enterprises, expanding industrial cooperation, establishing the system and mechanism determined by the market, and so forth.It is also necessary to create an open regional system for regional cooperation, industrial transformation, mechanism of cooperative dialogue between governments and enterprises,and formulation of trans-regional market, to achieve balanced development.
