我国反腐败制度的缺陷及完善策略

The Anti-corruption Systems of China: Defects and Perfection Strategies

我国的反腐败形势相当严峻,反腐败制度还存在着一定的缺陷是导致我国腐败问题高发的一个重要因素。我国反腐败制度的缺陷主要表现为内部多元主义过度,而外部多元主义不足。为此,提出了完善制度设计遏制腐败高发的建议:整合当前各反腐败机构,建立反腐败大部制;循序渐进地推广财产公示制度,给清廉者更多的机会与空间;设立道德委员会来处理问题官员的道德行为;按照"上级监督下级"来调整设置反腐败机构;动员社会力量参与反腐败,即实行外部多元主义。

China is faced with a rather serious corruption problem. The defects in anti-corruption systems are an important element resulting in the frequent occurrence of corruption. They include excessive internal pluralism and insufficient external pluralism. To curb frequent occurrence of corruption,the author proposes a set of measures for perfecting the systems： integrating existing anti-corruption institutions and establishing a supreme anti-corruption institution,progressively implementing the system of official property disclosure so that honest and upright officials can gain more opportunities of promotion, setting up Ethics Commission to deal with the problems in moral conducts of officials,involving social forces in anti-corruption and so on.
