摘要
以首都北京为核心,北京市、天津市和河北省构成的首都经济圈的协同发展上升到国家战略发展的高度。但在经济圈内由于北京、天津两地强大的虹吸效应,导致经济圈内人力资源的发展失衡,河北省处于人力资源的匮乏地区,进而制约河北省的经济发展,阻碍了京津冀协同发展的步伐。文章先分析京津地区的"虹吸效应"及其表现,进而分析"虹吸效应"对首都经济圈协同发展的影响,进一步从人力资源的开发战略、人力资源的联动机制、人力资源的评估体系等方面分析河北省人力资源的开发问题。
The collaborative development of the capital economic circle,including Beijing City-the core,Tianjin city and Hebei province,has climbed up to the height of national strategic development. But the powerful siphon effects in Beijing and Tianjin has caused the imbalanced human resources' development. Specifically speaking,Hebei province is lack of human resources,which is an obstacle to restrict the economic development and hinders the pace of the collaborative development. So the paper first analyses Beijing and Tianjin's Siphon Effect as well as the concrete manifestations. Then illustrates some negative impacts on the capital economic circle.Furthermore,the paper states the development problem of Hebei province's human resources from development strategy,linkage mechanism and evaluation system.
