公平维度下的城乡居民最低生活保障制度研究

On the System of the Minimum Living Security of Urban and Rural Residents under the Dimension of Fairness

城乡居民最低生活保障是社会公平的底线和基本内容,平等性和差别性是实现城乡居民最低生活保障公平的基本原则。由于城乡二元分化及传统政策的影响,我国城乡居民最低生活保障还存在着许多不公平的地方。在实现城乡居民最低生活保障的公平中,制度公平显得尤为重要。本文从法律制度、经济制度和道德建设三方面提出了公平实现城乡居民最低生活保障的基本思路。

The minimum living security of urban and rural residents is the bottom line and the basic content of social equity and justice.Equality and difference are the basic principles to realize the minimum living security of urban and rural residents. Because of the influence of the differentiation between urban and rural areas and the traditional policy,there is still a lot of unfairness. The fair system is particularly important to realize urban and rural minimum living guarantee＇s fairness. The article puts forward its views from three aspects of economic system,legal system and moral construction.
