云南省村党组织书记队伍建设的调查分析与思考

The Investigation and Analysis of Secretaries' Team Construction of the Village Party Organization in Yunnan Province

建设高素质的村党组织书记队伍,是巩固党在农村执政基础、推进社会主义新农村建设的重要举措。近年来,云南省村党组织书记队伍建设成效明显。但是,村党组织书记队伍建设还存在选拔任用不合理、报酬待遇无保障、管理考核不到位、能力提升不系统等问题。改革选拔体制、提高福利待遇、规范考核管理和提升履职能力是加强云南省村党组织书记队伍建设的有效途径。

To build a high-quality secretaries＇ team of the village party organization is an important measure to consolidate the party in the countryside ruling foundation and to promote the construction of new socialist countryside. In recent years, remarkable achievements were made in secretaries＇ team construction of the village party organization in Yunnan Province. However, there are some problems in secretaries＇ team construction of the village party organization, for example, selections and appoint- ments are not reasonable, remunerations and treatments are not ensured, managements and examina- tions are not in place, ability enhancement is not systemic. To reform the selection system, to improve the welfare benefits, standardized evaluation management and to promote duty ability are effective ways to strengthen the secretaries＇ team construction of the village party organization in Yunnan Province.
