电力生产建设项目具有工艺复杂、技术投资密集、风险大等特点。承包商是电力生产建设活动中不可或缺的参与主体,承包商HSE管理不善可能会给企业造成极大地费用支出,如何加强承包商的HSE管理,是电力企业所面临的共性问题。文章在对现有承包商HSE管理分析的基础上,引入了HSE管理绩效概念并设置了量度承包商HSE管理绩效的考核指标,最后就如何加强承包商的HSE管理提出对策建议。

The electricity production and construction project has characteristics of complex technology, intensive technology-investment and high risk. Contractor is an integral participant of the electricity production and construction project. The poor HSE management of contractor may cause greatly expenses for corporate, so many corporate are faced with the problem about how to strengthen the contractor HSE management. On the basis of the existing contractor HSE management, the paper introduces the conception of HSE management performance and sets the assessment indicators of HSE management performance. Finally, it puts forward the suggestions on how to strengthen the contractor HSE management.
