The AU's New Agenda: Opposing the“Unconstitutional Change”

自从90年代以来,非洲的民主化进程进入了"快车道",在非统/非盟的积极推动下,民主、人权、法治这些规范在非洲国家的政治话语体系中已经获得了高度的认同和普遍的合法性,而如何促进这些规范的真正践行是摆在非盟面前的重大历史课题。非盟在实践中采取了哪些措施,其效果如何,本文将以政权更迭的规范原则为例,对非盟的努力与挑战做出分析。

Since 1990 s, the democratization process in Africa has been on the fast track. Although such norms as democracy, human rights and rule of law have been highly recognized and have universal legitimacy in African political discourse under the active promotion of the OAU / AU,how to put these norms into practice remains a significant historical issue for the AU. What measures the AU has taken in its practice and what are their effects? This paper will analyze the efforts the AU has made and the challenges it is faced with from the perspective of regime change.
