清前期台湾道台理“番”措施初探

Discussion on Taiwan governors'( Taotai) management of the natives of Taiwan region in the early Qing dynasty

作为主管台湾民政的地方官,理"番"是台湾道台不可回避的一项重要工作。清前期各任台湾道台采取了各种措施来解决"番民"问题,如抚绥"番民"、革除杂派、解决番地流失问题、推进"番民"教育等,这些措施对推进"番民"的汉化进程、缓和汉"番"之间的矛盾、维护台湾的稳定与发展起到重要作用。

As Taiwan regional governors who were in charge of Taiwan regional affairs,Taiwan gov-ernors （Taotai）were doomed to take the management of the natives of Taiwan as an important work. In the early Qing dynasty,Taiwan governors employed diversified measures to deal with the natives of Taiwan,including comforting the natives of Taiwan with empathy,cancelling miscellaneous taxes and fees,resolving the land loss of the natives,and promoting the education of the natives.The measures played an important role in promoting the chinesization process of the natives,easing the conflicts between the Chinese （Han）people and the natives and maintaining the stability and devel-opment of the Taiwan region.
