避险移民安置的困境与思考——以辽宁宽甸为例

Dilemma and Thinking on Resettlement of Avoiding- risk Inhabitants:a Case Study in Kuandian of Liaoning Province

避险移民安置是改善弱势群体居住过于分散、公益事业落后、环境承载力能不足、生态环境恶化的农村康居工程,是建设社会主义新农村的重要一环。而避险移民安置投资大,涉及人数多,关乎民生的根本,眼下政府和移民户都深感困难重重。因此,本文解析了避险移民安置中遇到的困境,提出了有针对性和可操作性的具体对策与建议。

As an important link in the new socialist countryside construction,the resettlement of avoiding-risk inhabitants is a project to improve the living conditions of vulnerable groups dwelling scattered in areas with poor public welfare establishments,low environmental carrying capacity. Presently,both the government and the inhabitants encounter difficulties of huge investment and great population. Accordingly,some advice is proposed in this paper.
