蒙西电网风力发电三公调度方法研究

Research on Wind Power Active Output Allocation Methods in West Inner Mongolia Power Grid

为保证各风电企业的合理权益,促进电网和风电场协调运行,研究电网在不能全额接纳风电的情况下,风电场间的有功功率分配方法,即"三公调度"方法。分析和对比了多种可能的风电三公调度方法。根据蒙西电网现阶段采用的风电有功功率分配办法和应用情况,对近几年的风电运行数据进行分析后认为,蒙西电网采用的基于多种策略的三公调度措施是有效的,该措施在促进风电行业良性发展、缓解场网矛盾方面取得了良好效果。

To ensure the reasonable interests of each wind farm, it is quite necessary to study the wind power output allocation methods among the wind farms in West Inner Mongolia Power Grid under the conditions that wind power can not be fully accepted. This paper analyzed and compared the various possible wind power output allocation methods among the wind farms, and described the application of a new active power allocation method based on a variety of strategies. Analysis of the wind power operation data in recent years showed the effectiveness of this method. These measures achieved good results in promoting the sound development of the wind power industry, and eased the contradiction between the power grid company and the wind power farms.
