群体非平衡性视域下的公共政策调整

Policy Adjustment under the Perspective of Group Unbalance

公共政策受到社会结构和经济制度变迁的双重影响。改革开放以来,利益分化所导致的群体分层和利益群体多元化的产生,对我国的公共政策过程发生着重要的作用,由利益分化所导致的群体非均衡现象影响公共政策的调整。这种群体非均衡性会引起怎样的公共政策调整,则是本文所要回答的问题。文章主要运用公共政策理论和群体理论来分析现阶段影响我国公共政策发展中的群体非均衡性的社会诱因以及在此基础上的公共政策调整,最后得出的结论认为,这种非均衡性不单是公共政策群体理论的现实基础,也是当前我国公共政策调整的动力来源,同时还有助于规范社会运行,为群体内部整合提供了契机。

Public policy is affected by social structure and economic institutional change. Since the reform and opening up, population stratifieation and diversified interest groups resulting from the interest differentiation plays important role in our coun- try＇ s public policy. As a result of interest differentiation, disequilibrium phenomena influence the adjustment of public policy. Aimed at solving these problems, this article is to explain the social incentive of non-equilibrium of group in current China＇ s public policy development and corresponding public policy adjustments by using mainly public policy theories and group theory. Finally, this paper concludes that the non-equilibrium is not only the realistic foundation of public policy group theory, but also the source of current public policy adjustment. Meanwhile, it helps to regulate the social operation and provides the opportunity for group internal integration.
