公正是立法程序的首要和核心价值,但效率同样也是立法程序的基本价值。对立法程序的评价和判断,离不开对效率的审视。我国立法程序的效率相对较低,"拖延立法"和"立法低质"的现象长期存在。对此,可通过提高立法程序的效益和降低立法程序的成本来提升立法程序的效率,以进一步加强和改进当下的立法工作。

Justice is the core and primary value of the legislative procedure. Efficiency is also the basic value of the legislative procedure. Evaluation and judgment of the legislative procedure cannot do without the analysis of efficiency. At present,the efficiency of our country＆#39;s legislative procedure is relatively low. The phenomena of ＆quot;Legislative delay＆quot; and ＆quot;The low quality of legislation＆quot; have existed for a long time. In this regard,it is feasible to improve the efficiency of the legislative procedure by improving the benefits and decreasing the cost of the legislative procedure. Doing so will strengthen and improve the present work of legislation.
