我国科技体制改革向何处去——一个综述的视角

Where Chinese Reform of Science and Technology System Will Go——From the View of Study Review

科技体制关系到科技能否快速发展及国家创新战略能否实现,哲学界、科技界、经济界等理论工作者及科技管理部门等对此进行了多视角全方位的研究,取得的主要成果经过文献梳理可归纳如下:界定了科技体制的概念及作用,探讨了我国传统科技体制的形成、特点及存在的深层次问题,提出了深化我国科技体制改革的方法,明确了政府在科技体制改革中应发挥的职能,分析了科技体制改革的方向和趋势,就如何建立宏观科技管理体制和具体科研项目运行机制提出了有启发性和操作性的对策建议,对科技体制改革研究中的不足及需要进一步探讨的问题进行了总结。

Science and technology system determines whether science and technology develop rapidly and national innovational strate-gy can be achieved or not.As the experts from science and technology management department,philosophers,scientists,economists and other researchers have studied from different angles of view,the main achievements can be summarized as follows：defining the concept and the role of science and technology system,discussing the formation,characteristics and the deep-rooted problems of Chi-nese traditional science and technology system,putting forward the method to deepen the reform of science and technology system of China,clarifying the government＆#39;s role in the reform of the system,analysing the direction and trend of reform.In addition,inspiring and practical countermeasures and suggestions on how to establish the macro management system of science and technology and the specific research projects running mechanism have also been put forward with a summary of the defects in the researches of the reform of science and technology system and the existing issues for further studies.
