建筑市场诚信行为评价的科学公正性思考

对建筑市场各方责任主体的不良行为信息记录,可视为是一种对失信的处罚,其评价、界定的科学及公正性尤为重要。不良诚信行为记录最终要归集到省级及国家级建设诚信信息平台进行发布,因而对其采集过程的规范与否直接影响着此项工作的公正性。从不良记录信息的采集到发布全过程不仅应"阳光透明",而且对欲记录的内容要专业、准确、客观表述,既要使被处罚的责任主体理解和认可,也要增强其在全国信息平台的互认性;通过规范记录过程、加强宣传培训、制定认定细则等多举措来完善此项工作。论文结合一些不良行为记录信息案例(主要结合质量、安全)进行分析,并对此项工作的规范化开展提出建议。

The responsibility of construction market main body bad behavior records,can be regarded as a kind of breach penalty,its evaluation,definition of science and fairness is especially important. Bad credit behavior records will ultimately accrue to the construction of provincial and national integrity information release platform,thus during the process of collecting the specification or not directly affects the impartiality of this job. Pointed out： the poor record of information acquisition and the release of the whole process should not only “transparent sunshine”,and attempt to record the contents of the professional, accurate,objective,also should be punished the responsibility main body understanding and recognition,to enhance the mutual recognition of its information platform across the country. Through recording process standards,strengthen propaganda and training,develop the detailed that measures to complete the job. In this paper,combined with some bad behavior record information case analysis（main combined with quality,safety）and suggest the standardization work of this item.
