Impact of sanitary and phyto-sanitary measures on Fujian tea export to Japan and the countermeasures

采用引力模型研究SPS措施对福建茶叶出口日本的影响。研究结果表明,在短期内,日本发起的SPS措施对福建茶叶出口具有消极影响,但长期来看,SPS措施对提升福建茶叶在国际市场上的竞争力具有积极作用。同时,研究指出,政府、茶叶出口企业、行业以及科研机构等应当建立联动机制,积极应对SPS措施带来的影响,以提升福建茶叶出口的竞争力。

The purpose of the application of the trade gravity model is to analyze the： impact of sanitary and phyto-sanitary measures on Fujian tea export to the Japan market. The results show that sanitary and phyto-sanitary measures initiated by Japan significantly decrease the export of Fujian tea to Japan in the short run. But the impact of sanitary and phyto-sanitary measures on the export of Fujian tea to Japan is significantly positive in the long run for their enhancing Fujian tea competitiveness in the international mar- kets. Therefore, much attention should be paid and careful comment should he given to every sanitary and phyto-sanitary notifica- tion. The government, the enterprises engaged in export of tea, industry and scientific research institutions should establish linkage mechanism that can be to cooperatively deal with sanitary and phyto-sanitary measures.
