A Study on the Risk Prevention and Control in Customs Administration

海关管理风险的防控,对于建设廉洁海关具有重大现实意义。通过理论联系实践的思考方法,对垂直领导管理体制下海关管理风险的概念、存在的主要问题和形成原因进行分析,进而提出有效防控海关管理风险的结果措施。海关要实现"管少、管精、管好",必须做好海关管理风险的防控,加强对权力的监督制约,真正做到"把权力关进制度的笼子里"。

According to the requirement of the new central government, China Customs is now starting to build an administration with Chinese socialistic characteristics on the basis of the three key words., clean, justice and innovative. The study on the risk prevention and control in Customs administration has great realistic significance to properly understand the concern of the leaders to put ＂clean＂ ahead of ＂justice＂ and ＂innovative＂ . The paper intro- duces the concept of Customs risk management under the vertical management system, ana- lyzes the existing problems and causes, and proposes solutions to how to prevent and control risks, by linking theory with practice. The paper concludes that it is imperative to effectively prevent and control the risk in the administration, strengthen the supervision and restriction on power and practically ＂put the power into the cage of regulation＂ for the accomplishment of ＂less, finer, better＂ Customs control.
