近年来,新疆地区"极端宗教势力、暴力恐怖势力、民族分裂势力"等三股势力受伊斯兰"宗教极端主义"的影响,极端思想肆虐,进行了一系列的反人类、反社会、反文明的暴恐活动。其兴起和膨胀过程复杂,对民族团结和我国稳定恶劣影响,危害极大。对此,应始终坚持素质强警、快速反应、专项打击常态化,确实形成联勤联动、立体防控、可靠保障的运行体系,充分发挥民族团结、宗教和谐、群防群治三种力量,不断健全打击格局、完善打击体系、加强打击力量,确保打击暴恐取得全面胜利。

In recent years, with extreme raged thoughts, there are three forces, ＂the extremist religious forces, the violent and horrible force and the ethical division force＂, impacted by Islamic ＂religious extremism＂, have conducted a series critical terrorist activities against human rights, society, and the civilization in Xinjiang regions. Their rise and expansion process are very complex, but they badly impacted and greatly harmed to the ethnic unity and social stability. So, we must adhere to strengthen a police with high quality, rapid response; combat against them normally, form into a unified joint, three-dimensional prevention and control, reliable operation system; give a full play to the three powers： national unity, religious harmony and joint preventing- and-control; continuously perfect combating pattern, improve the combat system, strengthen the police force so as to ensure the complete victory against terrorists.
