绩效考核对传染病医院公益性的影响研究——以北京市3家传染病医院为例

Research on the effect of performance assessment on the commonweal of infectious disease hospitals:based on the analysis of three infectious disease hospitals in Beijing

目的:研究北京市医院管理局实施的医院绩效考核对传染病医院公益性的影响,为完善医院绩效考核方案和公立医院改革提供依据。方法:选取10个公益性评价指标,比较北京市3所传染病医院实施绩效考核前后的变化情况。结果:3所传染病医院的年门诊量和年出院人次明显提高,医院运行效率和医疗质量进一步提升,医疗费用增长得到有效控制,但药占比并没有明显下降,患者满意度略有下降。结论:医院绩效考核对保障公立医院公益性发挥了重要作用,但还需通过医院综合改革和增加财政投入进一步强化和保障公立医院的公益性。

Objectives： To evaluate the efect of performance assessment implemented by Beijing Municipal Administration of Hospitals on the commonweal of infectious disease hospitals to provide with the evidence for the improvement of performance assessment and reform of public hospitals. Method： 10 indexes of commonweal assessment are chosen to compare the changes of 3 infectious disease hospitals in Beijing before and after the implement of performance assessment policy. Result： The annual outpatient and inpatient service quantity are increased obviously, the operation eficiency and the service quality are improved persistently, but the component ratio of drug income isn’t decreased and the patient satisfaction declines slightly. Conclusion： The performance assessment has played an important role in guaranteeing the commonweal of public hospitals, however it should be strengthened and guaranteed by comprehensive reform and increasing the financial investment.
