我国科技平台建设的历程、现状及主要问题分析

The History,Current Situation and Main Problems of China's Construction of Science and Technology Platform

我国的科技平台建设已经历了第一个十年建设期,取得了一定的成绩,从较为简单的科技基础条件平台建设期,进入到了以科技资源共享为核心的创新公共服务体系完善期,从国家带头建设到全国各地各具特色的科技平台建设。但是依然存在着规范化不足和缺乏宏观管理等问题,这些问题主要起因于财政投入机制不完善、缺乏协调和资源与服务的质量管理等方面。所以,可以从提高整合质量、完善合作机制和强化考核加后补助的支持方式等方面入手,推动下一步的科技平台建设的发展。

The construction of science and technology platform in our country has experienced the first ten years, some achievements were obtained, from construction of science and technology infrastructure, into the construction of technical innovation public service which is based on the sharing of resources. From the national leading construction, to constructions with characteristics by many prov- inces, there are still such problems as insufficient standardization and lack of macro management. These problems are mainly due to the financial mechanism, lack of coordination and management of the quality of services, etc. So, we should improve the integrated quali- ty, improve the cooperation mechanism and strengthen examination evaluation and motivation, to push the next step of the construction of the platform.
