摘要
分析了纵向监管理念在民事立法中的表现及不足,指出随着新型食品安全问题发展,纵向理念在民事立法上的局限日益显露,新的修改应该突破过度强化惩罚的传统思路,深入立法理念的反思,如此才能保证未来食品安全法草案的现实成效。
The paper pointed out that with the development of modern food safety problems,tradition means has been under threat from various aspects. We discussed the current situation of reform to food safety and the characteristics and drawbacks the vertical regulation faced in the new situation,in order to provide useful references and give some suggestions for future.
