论公务文书在滇西抗战中的作用

The Functions of the Official Papers during the Anti-Japanese War in Western Yunnan

滇西抗战获胜的原因除人力原因外,还有机场建设、马帮运输、公路建设物质因素。事实上,不论是人力因素,还是物质因素,其作用的发挥都与公务文书的撰写、发布、实施密不可分,所以,公务文书在滇西抗战中也发挥着不可忽视的作用。它对决策层滇西战区的战略防御布置、战略反攻起到促进、指导作用;它发挥公务文书的宣传作用,揭露日本侵略者残暴罪行,使民众清醒认识其残忍和伪善本质;统一认识,促进各个民族共同抗日联盟的形成;展示爱国志士抗日的决心、勇气和不屈精神,起到榜样激励作用。

Apart from the human contribution,the winning of Anti-Japanese War in western Yunnan also depended on material factors such as airport construction,caravan transport,road con-struction.As a matter of fact,either the former or the latter,the roles they played in this war are in-separable with the writing,publishing and implementing of official papers.Therefore official papers were critical to the above battle.They promoted and guided the acts of strategic plan and counter-of-fense in decision-making Dianxi （South Yunnan）battle area.Meanwhile they also revealed the evil behaviors of the Japanese so that all Chinese people realized their cruelty and hypocrisy and a united nation of anti-Japanese was formed as a result.Official papers publicized the anti-Japanese determi-nation,courage and indomitable spirit of the patriots.
