摘要
目前实现退休职工同医院分离的社会化管理还需要一个过程,再近20年的时间里,公立医院仍然要肩负起退休职工的管理工作。现代公立医院的组织结构特点,使得退休职工的管理工作经费紧、人员少、难度大。在这种形势下,既要维护退休职工队伍的稳定和谐,又要充分考虑医院现有的资源限制,才能切实有效地做好管理工作。
There is still a process for socialized management of retirees separated from hospital management. In the next twenty years, public hospitals should still bear the responsibility of managing retirees. Because of the features of organization structure of modern public hospitals, the use of funds for retirees management is strictly controlled, the personnel in the retirees management department are fewer, and the work is extremely dififcult. Under such context, we should not only defend stability and harmony of the retired staff, but also fully consider resource constraints in the hospital, so that we can effectively complete the management work.
