新疆两地区卫生事业发展概况比较研究

The summary of the Health Service in two regions of Xinjiang

目的了解新疆北疆及东疆两地区卫生事业发展概况。方法采用随机分层整群抽样的方法对2006-2010年新疆C地区和H地区的人口发展、财政、卫生事业费用、部分健康指标、新型农村合作医疗等问题进行调查。结果 2006-2010年,C地区和H地区农村人口数增长率分别为4.22%和-0.38%;两地区农村人口占总人口百分比都呈现负增长现象;C地区和H地区的卫生事业费用年均增长率分别为43.13%和20.39%;C地区婴儿死亡率年均增长率为-68.50%,H地区婴儿死亡率虽呈上升趋势,年均增长率为2.21%,两地区孕产妇死亡率年均增长率分别为-94.75%和-56.93%,两地区慢性病患病率均未进行统计;H地区的新农合参合率、住院补偿支出占基金支出总额的比例、住院补偿金额占住院医疗费用总额比例增长率(7.48%、6.19%、14.81%)高于C地区(2.58%、4.34%、11.90%),且C地区新农合医疗受益人次数年均增长率为-6.36%。结论两地区农村人口所占总人口数比例逐渐减少,卫生费用占财政支出比例较少,慢性病健康管理工作不到位,今后应加大卫生事业费用的投入,并进一步做好妇幼、慢性病等的公共卫生服务工作。

Objective To provide scientific data for the development and formulating the standard of health service in east and north region.Methods To collect the population data,economy information,new rural cooperative medical system data and certain health index data by cluster sampling.Results From the 2006 to 2010,the population of rural area decreased 4.22% and -0.38%,respectively;the health service costs increased 43.13% and 20.39% per year in C and H region,the growth rate of the infant mortality rate in C region was -68.5% per year.The mortality rate of H region was increased,with average of 2.21%,the growth rate of the maternal mortality rate was -94.75% and -56.93% per year in C and H region respec-tively;the chronic disease was not compute in two areas;the rate of new rural cooperative medical care system participation and impatient compensation account for the fund expenditure and the inpatient com-pensation of the total hospitalization charge in H region （2.58%,4.34%,11.90%）was higher than C （7.48%,6.19%,14.81%）.Conclusion The population of rural area in total population decreased at the present in two region,the health expense takes few in the financial expense,the chronic disease manage-ment is not satisfied as the expectation ,the government should increase input of the health service,and improve the maternal and child health care and chronic disease management work.
