Comprehensive internationalization is the result of connotation evolving in internationali- zation of American higher education, and it is also the product of the changing in the starting point and focus for the internationalization of higher education in the United States. The multi - dimen- sional development in internationalization of American colleges and universities promotes the birth of comprehensive internationalization. Comprehensive internationalization represents a paradigm transi- tion in the scale and dimensions of internationalization in higher education, which attempts to influ- ence thoughts, values and culture of colleges and universities, and penetrates internationalization into all aspects of universities, which also manages to integrate international and comparative per- spective deeply into all missions to teaching, research and community service. The key strategies of successful implementation of comprehensive internationalization are to constantly adjust the mission, core values and development strategies of colleges and universities to respond to global changes. Long -term comprehensive internationalization strategies of universities need to establish supportive university- wide culture and environment.
