Coast guard think -tank has a significant effect in accelerating the construction and the development of China Coast Guard, in improving its coping ability, and strengthening the study of security problems on the sea. Based on the national maritime security strategy, this paper discusses the reason, the function, and tactics of the construction for coast guard think -tank.
