After stepped into mass education, China higher education became the world＇s largest higher education. The education legal dispute was gradually increasing. Because of the variety of educational disputes having different characteristics,base on the characteristics for different types of dispute,establishing and improving the legal relief system for diversity education,legal administrating the university was the inevitable requirement for governing the country according to law.
