环渤海地区陆海统筹度评价与时空差异分析

Assessment of Land-Sea Coordination in the Bohai Sea Ring Area and Spatial-Temporal Differences

"陆海统筹"战略对于我国国民经济和社会发展,乃至"海洋强国"目标的实现具有重大意义。本文从海洋和陆域两个系统出发,构建包括资源、环境、经济、社会四个维度在内的陆海统筹测度指标体系,测算环渤海各城市的陆海统筹度,应用核密度估计模型分析其时间差异变化趋势,对各城市陆海统筹现状进行分类研究,并进行空间差异分析。结果表明:时间上,该地区整体陆海统筹水平呈现逐年提升态势。空间上,所有17个城市均已处于海陆系统协调阶段,其中天津和大连属于陆域主导中级协调型;烟台属于海洋主导初级协调型;青岛、东营、威海和盘锦属于陆域主导初级协调型;其余城市属于海洋滞后勉强协调型。

The land-sea coordination strategy is of great significance to our national economic, social development and achievement of the‘marine power＇goal. This paper attempts to quantify land-sea coordination theory and apply it to regional economic development more accurately. According to the characteristics of the two systems of sea and land, an indicator system including four dimensions（resource, environment, economy and society） was established and the land-sea coordination degree of 17 coastal cities in the Bohai sea ring area obtained. The temporal difference in land-sea coordination was analyzed by kernel density estimation, and spatial differences were analyzed by classifying the current land-sea coordination situation of the 17 cities. The results show that the land-sea coordination situation improved year by year and all 17 cities are at adaption between sea system and land system in space. Tianjin and Dalian were classified as type of land leading forward medium coordinated degree. Yantai was classified as type of sea leading forward and primary coordinated degree. Qingdao, Dongying, Weihai, Tangshan and Panjin were classified as type of land leading forward and primary coordinated degree. Other cities were classified as type of sea lagging behind and narrow coordinated degree. We conclude by making targeted suggestions are given in the light of these results.
