浙江省地县一体化电网风险管控体系建设

Construction of Zhejiang Province-district-county Integrated Grid Risk Management and Control System

文章结合浙江电力公司的"大运行"体系建设,提出并建成了省地县一体化电网风险管控体系,纵向实现省、地、县3级电网的分层、分级管理,提升各级部门对电网风险的认知水平;横向以调控中心风险评估为主导,将安监、运检、基建、营销等相关部门都融入到体系当中,强化部门之间的联系,实现跨部门资源整合,最终实现风险的一体化闭环管理。该体系现已全面覆盖浙江省、地、县3级电网,指导全省电网的运行管理,成效显著,有力保障了浙江电网的安全稳定运行。

Combining with the ＂big operation＂ system construction in State Grid Zhejiang Electric Power Company, this paper presents and builds the risk management and control system of the province-district-county integrated power grid. The system realizes the hierarchical management of the province-district-county three-level grid vertically and improves the grid risk cognitive level of various departments, and the control center risk evaluation is the main task in horizontal management, which integrates operation and maintenance, infrastructure, marketing and other related departments into the system. Thus, the links among various departments are strengthened and the integration of various resources is realized across multiple organizations. At last, the integration of closed loop risk management is achieved. The system has fully covered the province-district-county three-level grid in Zhejiang Province, which guides the operation and management of the entire power grid with remarkable results, provides a strong guarantee for the safe and stable operation of Zhejiang power grid.
