多主体治理下社区教育干部的职业发展研究——基于宁波市江东区的调查分析

Vocational Development of Community Education Workers under the Multi- organization Governance——a case study of Jiangdong District,Ningbo city

社区教育干部是为社区建设服务的专职社区教育工作者。在实践中,社区教育干部往往被赋予社区专职工作者的职业称谓,但又承担着社区教育的特殊职能,使社区教育干部的职业发展面临流动性大、专业性不强的困境。在对宁波市江东区开展调查的基础上,提出了社区教育干部职业发展的多主体治理策略:以社区教育干部的职业化和专业化为目标,积极培育各类社区教育干部的自治组织,建立基于不同治理主体的分类学时制度,完善多样化的激励评估制度。

Serving the community directly , community education cadres ,in practice, are often considered as professional community workers , and education tutors as well , so their vocational de-velopment is faced with difficulties of more mobility and less professional .Based on the investigation of Jiangdong District , Ningbo city , this paper proposes strategies of multi -organization governance:aiming at professionalism and specialization , cultivate various autonomous organizations for commu-nity education cadres , establish classification credits system based on different governance bodies , and diversify the incentive system .
