摘要
海南省每年台风频繁,台风灾害严重,但在台风的防灾减灾中缺少联动一体化的信息为指挥管理提供支撑保障。针对该问题,基于WebGIS以服务的形式提供管理功能服务,文章提出了一套有效应对台风灾害的指挥管理系统,实现了海南省台风灾前预警预报,灾中实时监控受灾情况、科学地选择台风灾害管理预案、合理地调度物资、就地安排人员抢险,灾后灾害损失统计的一体化及可视化。整合关联了灾害监测预警、工情管理、预案管理、防风物资管理、抢险队伍管理、灾害统计管理等业务功能。该系统应用于2012年的海南省防风减灾过程中,结果表明,该台风灾害指挥管理系统为防风指挥管理部门提供了系统的、综合的各类信息,并整合了各种资源,提供了精细调度预案、科学管理途径,实现了简单高效地管理辅助支撑。
Typhoon-related disasters are severe in Hainan. There is, however, a lack of integration of command and decision support toprotect the province from typhoon disasters. This study proposed and designed an effective response to typhoon disaster and commandinformation systems based on WebGIS. The goals are to achieve the integration of Hainan typhoon disasters in comprehensiveinformation and decision-making scheduling, to realize information technology and visual integration, and to associate it with thewind disaster monitoring and early warning, management of the engineering conditions, plan management, windbreak materialsmanagement, rescue teams, disaster statistics, and other functions. The systematic and comprehensive information is supplied, andfine scheduling, scientific decision-making method and means for wind command and management departments are provided.
