摘要
玛纳斯河流域自1994年以来相继发生洪水灾害,由于上游缺乏骨干防洪控制性工程,堤防工程数量较少、标准低,洪水灾害频发,严重制约了该流域社会经济的可持续发展。在制定防洪规划、建设大型防洪控制性工程、加快做好重点中小河流治理和山洪灾害防治及保护河道安全行洪等方面,提出了建议和对策。
