Regional Cooperatives Providing Public Services Efficiency Evaluation System and Its Verification

为社员提供优质高效的"俱乐部式"公共服务是农民专业合作社的本质属性。尝试在以往研究和专家调查法基础上构建评价指标体系,并以浙江省为研究样本,对指标体系的信度和效度进行验证。结果表明:指标体系具有良好的信度;确定的公因子具有良好的命名解释性,计算出的浙江省各区域合作社提供公共服务的综合效率排序与通过评价指标体系计算出的排序完全一致,具有较高的效度。因此,构建的区域合作社提供公共服务的效率评价体系是合理可行的,可作为考察区域合作社发展水平的重要参照标准。

The essential attribute of cooperatives is to provide high quality and efficient public services for the members. This paper attempts to construct a evaluation index system to examine regional cooperatives efficiency of public services on the basis of previous studies and Delphi Method. The reliability and validity of the index system are verified on the analysis of Zhejiang province. The results show that the Cronbach＇ α coefficient test confirms that the index system has good reliability. Through Factor Analysis Method, the public factors have good name explanatory, and the sort of regional cooperatives＇ efficient of providing public services in Zhejiang province is fully consistent with the sort calculated by the evaluation index system, which has a higher validity. It follows that regional cooperatives efficiency of public services evaluation system established is reasonable and feasible, which can be used as an important reference to examine the level of development of regional cooperatives.
