A Research on the Functions of the University Regulations from the Perspective of De-administration

以大学行政权力来源为切入点,分析大学的行政化形成因素和机制、具体效应和导致的后果,指出大学章程旨在规制大学权力的运行。从加快大学管理体制的简政放权、明晰大学领导体制的党政关系、厘清大学组织系统的管理模式、改变大学学术权力与行政权力从属关系等四个方面,探讨大学章程在大学的去行政化进程中发挥的积极作用。

Starting from the origin of the university administration power, the paper analyses its formation factors, mechanism, effects, and results, and points out that university regulations should aim to manage the operation of power, and probe into the positive role that the university regulations play in the process of de-administration in terms of accelerating the decentralization of the university management system, clarifying the relationship between the Party and politics of the university leadership structure, clarifying the management mode of the university organization system, and changing the affiliation of the academic power and administrative power in the university.
