摘要
重大科技工程跨学科、跨专业、多方参与的特点决定了参与组织间交互关系管理的重要性。基于界面管理理论与复杂系统理论,首先,从工程外部环境、内部环境、参与组织、工程特点4个方面提出14个重大科技工程组织界面协同管理的影响因素;其次,构建影响因素的解释结构模型,并分别从层次、影响路径分析影响因素间的逻辑关系;最后,提出从制度制定和协同文化、平台建设上加强政府主导作用的建议,以促进重大科技工程组织界面协同管理。
The characteristics of major science and technology projects are inter-disciplinary,inter-professional,multi-stakeholder,which determined the importance of the management of interaction relationship between organizations in-volved in the projects.Based on interface management theory and complex systems theory,firstly,we proposed 1 4 influ-ential factors of collaborative management of organization interface of major science and technology projects,from four as-pects such as external environment of the engineering,internal environment,participating organizations,the features of project.Secondly,we constructed an interpretative structural model of influential factors,and analyzed the logical rela-tionships among influencing factors from the perspective of horizontal,vertical and overall.Finally,we proposed the sug-gestion that we should strengthen the leading role of the government from the selection of dominant path,in order to pro-mote collaborative management of organization interface of major science and technology projects.
