罗湖口岸入境特殊物品检疫风险分析

目的对罗湖口岸2012—2013年入境特殊物品的相关情况进行风险分析,为加强特殊物品的检疫监管提供科学依据。方法将2012—2013年罗湖口岸入境特殊物品的相关信息用Excel建立数据库进行统计,并采用定量风险矩阵法对旅客携带物的认知情况、旅客是否知道需要申报、特殊物品储存运输情况、特殊物品包装情况4个因素进行风险分析。结果罗湖口岸特殊物品检疫风险不容忽视;旅客不知道需要申报、特殊物品的运输储存不规范是其高风险因素,旅客对携带物认知情况低下以及特殊物品包装不全是中等风险因素。结论加大普法宣传教育力度、建立特殊物品风险评估体系以及改变管理模式将减少特殊物品检疫风险,保障人民健康安全。

Objective To analyze risk of special items at Luohu port, in 2012-2013 to provide a scientific basis for strengthening quarantine supervision of special items. Methods The related information of immigration-special items in 2012-2013 at Luohu port was built and count with Excel, The quantitative risk matrix risk analysis methods was used on the four factors that traveller＇s cognition to carried articles, travelers know that need to report, storage and transportation conditions, packaging material carrying situation. Results Quarantine risks of Luohu Port special items can not be ignored. The traveler don not know that need to report and non-standard storage method of transport was its high risk factors, The travelers have low cognition to carried articles and special items＇s Packaging insufficiency was moderate risk factor. Conclusion Increasing the intensity of the legal education, establishing risk assessment system of speeial items and changing management will reduce special items quarantine risk, and protect people＇s health and safety.
